Based on the outcomes of the Transitional Phase (2019-2023), the Operational Phase of CISE started on 1 July 2024. In continuation of the Transitional Phase, EMSA was confirmed as the coordinator for the Operational Phase of CISE. The start of the Operational Phase represents a main deliverable of the  “Strategic Compass for Security and Defence” (March 2022), and the “Revised EU Maritime Security Strategy (EUMSS) and its Action Plan” (approved by the Council in October 2023).

On the basis of exchanges between the Commission, EU Agencies and Member States, a governance structure and a description of the different activities for the Operational Phase have been agreed:

• The governance structure of CISE for the Operational Phase is defined in the document "CISE Governance Structure for the Operational Phase” 
• The description of the Activities for the Operational Phase are defined in the document "CISE Operational Phase Activities"

The Operational Phase of CISE is financed under the European Maritime, Fisheries and Aquaculture Fund 2021-2027 (EMFAF).
