Port State Control inspection Database -THETIS

Port State Control is a vital component of maritime safety and is a strong second line of defence against substandard shipping. Every year, approximately 14 000 port state control inspections take place in the EU, underlining the importance of port state control, and the work of port state control officers, in supporting the EU’s robust maritime safety framework.

THETIS was first developed to guide and support the port state control inspection process by providing a comprehensive overview of ships for inspection authorities in the Paris Memorandum of Understanding area (currently Belgium, Bulgaria, Canada, Croatia, Cyprus, Denmark, Estonia, Finland, France, Germany, Greece, Iceland, Ireland, Italy, Latvia, Lithuania, Malta, the Netherlands, Norway, Poland, Portugal, Romania, Slovenia, Spain, Sweden and the United Kingdom).

Hosted, maintained, and operated by EMSA, THETIS is available to all relevant authorities in the Paris Memorandum of Understanding area, and provides functionalities for reporting, consulting, correction and publication of inspection reports. THETIS stores and processes ship call information; calculates the Ship Risk Profile and Priority for each ship in the database on a daily basis; organises the workflow from call to inspection, report and follow up action; and provides and publishes information.

THETIS MED

To support coastal states in the framework of the Mediterranean Memorandum of Understanding (MED MoU) area, EMSA developed THETIS Med to provide a comprehensive overview of ships for inspection authorities and to guide and support the inspection process within the Med MoU for Port State Control. The system is accessible to all parties of the Med MoU (10 coastal states and a Secretariat).
