RuleCheck
RuleCheck is a web-based decision supporting tool originally designed for the competent PSC authorities in the Paris MoU domain. RuleCheck being an up to date Repository of Maritime Legislation provides to users.
IMO Conventions, Codes, Resolutions and Circulars, ILO Conventions and Guidelines, Maritime related EU Regulations and Directives and the Paris MoU Manual and Instructions. RuleCheck facilitates the work of the PSCOs by filtering the applicable requirements of the international instruments and regional procedures for a specific ship according to its type, construction date, size, etc. or through the correlation of an identified deficiency code with applicable reference from an international convention. The search function gives PSCOs ready access to relevant and targeted information, avoiding the need to consult hard copies.
Since 2015 the application is also accessible to inspectors from the MedMoU (under the SAFEMED project) and the PSC Black Sea MoU (under the BC SEA project). In response to the interest expressed by third countries, the EMSA Administrative Board granted access to tools that facilitate Port State Control activities across all the regions of the world. This development confirms the potential to extend the Agency’s expertise and, by extension, EU standards and solutions beyond the European geographical dimension. Currently, the Caribbean MoU, the Indian Ocean MoU, the Tokyo MoU, the Riyadh MoU, The Abuja MoU and the Viña del Mar agreement are using RuleCheck under respective cooperation agreements.
The flag State Inspectors functionality which allows users to generate customised checklists on the basis applicable international mandatory instruments, rules, and regulations for the individual ships has increased the usability of RuleCheck, since through this innovative functionality the work of inspectors performing periodic flag State inspections is supported. Maritime Administrations of the MSs and ENP / IPA beneficiaries in their capacity as Flag States, as well as, through a special agreement the Australian Maritime Safety Authority are now using RuleCheck in order to verify that the actual condition of the ships and their crew is in conformity with the certificates they carry.
Finally, Accident investigation authorities the MSs and ENP / IPA beneficiaries are also using the tool in their day to day work.
