EMSA Guidelines for speakers
Introduction
The European Maritime Safety Agency (EMSA) was established under Regulation (EC) No 1406/2002 of the European Parliament and of the Council[1] as amended for the purpose of ensuring a high, uniform and effective level of maritime safety, maritime security, prevention of, and response to, pollution caused by ships as well as response to marine pollution caused by oil and gas installations and, where appropriate, to contribute to the overall efficiency of maritime traffic and maritime transport.
EMSA’s mission is to serve EU maritime interests for a safe, secure, green and competitive maritime sector and act as a reliable and respected point of reference in the maritime sector in Europe and worldwide.
EMSA works on maritime safety, security, climate, environment and single market issues and tasks, first as a service provider to Member States and the Commission, but also as an innovative and reliable partner and knowledge hub for the European maritime cluster and potentially beyond as a reference internationally.
While implementing its core tasks, the Agency organises, develops or implements numerous activities, that may require specific expertise to complement the one existing inhouse. The specific expertise could be provided by individuals identified through this ePortal for experts and speakers.
The Roster of Speakers will constitute a mechanism for using expertise and knowledge but will not be considered a mechanism of representation of the Agency. Speakers listed in the Roster do not act or speak on behalf of EMSA, and EMSA cannot be held responsible for their actions and expressions.
Not being a procurement procedure, the creation of the Roster is an activity of the Agency which will support the organisation of its events such as trainings, seminars or workshops. The legal basis is thus the same legal basis as the one used to organise those events.

Role of an EMSA Speaker
EMSA aims at attracting experienced professionals to be included into an EMSA Roster of Speakers.
The Agency has defined the above term ‘Speaker’ as follows:
Speaker: will be any individual, regardless of their occupation, part of the scientific and research community or industry, academic community, competent authority etc.
Speakers will be:
- Invited to support as subject matter experts the learning services offered by EMSA or to deliver specific presentation on their topic(s) of expertise to seminars, workshop, or other events that the Agency may organise;
- selected based on pre-defined areas of expertise, which they will chose from when applying;
- when applicable, reimbursed for travel, accommodation and a daily subsistence allowance paid based on applicable EMSA Rules of reimbursement of expenses.
- Besides being reimbursed for their expenses in line with the paragraph above, the Speakers will not receive remuneration from EMSA.
- Nationals of all EU Member States, Iceland, (Liechtenstein), Norway and nationals of the countries beneficiaries of the EU financed projects, under the IPA and ENP policy instruments, implemented by the Agency are eligible to participate in the EMSA Roster of Speakers.
Place of delivery of services
The tasks of the Speakers will be carried out at the premises and locations designated by EMSA and agreed with the Speaker. Where appropriate, tasks may be carried out remotely using electronic communication tools.
How to apply
The applications shall be submitted through the “e-Portal for experts and speakers” (hereafter referred to as “the portal”). The portal is implemented as a web site that is publicly accessible to all users of the internet via the following link: https://experts.emsa.europa.eu/ The access to it is also possible through the EMSA public website.
Interested applicants shall create a profile: “Speaker”. Profiles shall contain basic personal information, information about their education and professional background in accordance with the e-application form.
“Speaker” applications are not subject to prior evaluation and are included into the Roster of speakers right after they are created or updated.
Where a particular task relating to the field(s) described in the ePortal for experts and speakers is to be performed by the speaker, EMSA will assign speakers to the task on the basis of the skills, experience and knowledge necessary and in accordance with the principles of non-discrimination, equal treatment and absence of conflict of interests.
All features of the portal are accessible and functioning using all major desktop internet browsers.
The features that are also accessible using all major mobile internet browsers and adapted to different screen sizes and input devices.
All applicants have access to the same set of features of the portal.
Every applicant can have a maximum of 1 registration as a Speaker.
Applications may be submitted as early as possible, as assignments can arise at any point in time.
The portal provides features for the applicants to access and manage the profiles that they have created. Applicants have access only to their own profiles; thus, the portal provides a secure mechanism to identify the applicants as owners of their profiles. Applicants can request EMSA to remove their profile from the roster of Speakers via the following e-mail: experts@emsa.europa.eu.
Questions related to the application process may be submitted to the following e-mail address: experts@emsa.europa.eu and will be answered in a timely manner.
Expenses incurred in connection with preparing and submitting the application shall be borne by the applicants involved and shall not be reimbursed. Inclusion in the Roster of Speakers entails no obligation on EMSA side concerning a contract conclusion with a specific Speaker.
Protection of Personal Data
Since processing your application involves the recording and processing of personal data (such as name, address and CV), the data will be processed in accordance with Regulation (EU) 2018/1725 of the European Parliament and of the Council [1]. Your reply to this notice and any personal data requested are required for the purposes indicated in this notice and will be processed solely for those purposes by the contracting authority indicated in point 2, which is also acting as data controller.
