Black and Caspian Sea Project’s Training which focused on the key aspects of the implementation of the Maritime Labour Convention, 2006, was carried out at EMSA premises on 30 - 31 January 2019. 16 participants from all BCSEA Project’s beneficiary countries took active participation in the quite interactive training.
The MLC, 2006 together with SOLAS, MARPOL and STCW, is the fourth pillar of the international legal framework addressing safety, security, pollution prevention and labour conditions on board ship. The MLC was adopted by the International Labour Organization (ILO) at the 94th ILC session in 2006 and entered into force on 20 August 2013. Its main objective is to set fair labour conditions for seafarers worldwide. The Convention, with its 15 Articles and 5 Titles, aims at setting minimum requirements for nearly every aspect concerning working and living conditions on board ships. Compliance with the requirements of the MLC, 2006 is ensured through the system of Port State Control. With the non-favourable treatment clause, even ships flying the flag of a country which is not party to the Convention must comply with the MLC, 2006 regulations to avoid possible deficiencies and/or detentions.
The training included discussions of the provisions for conditions of employment, hours of work and rest, payment and wages, accommodation, recreational facilities, occupation safety and health, among other various areas.
