EMSA vessels are on stand-by to assist Member States and neighbouring countries with additional at-sea oil recovery resources in the form of vessels and equipment. The costs incurred in setting up the network of stand-by oil spill response vessels and associated specialised equipment stockpiles have initially been financed from EMSA's budget, which ultimately is funded by the EU and coastal European Free Trade Association states taxpayers' contributions. Member State authorities are therefore the main beneficiaries of the network of vessels. However, support can be extended to other third parties upon authorisation by EMSA/Member States, under the supervision of the national competent response authority, and if conditions are clearly determined in advance.
