Absolutely not. EMSA has regional responsibilities, while the International Maritime Organization (IMO) is a global body that depends ultimately on the United Nations. The IMO is the regulator at international level, responsible for the Conventions that underpin maritime safety worldwide (MARPOL, STCW, etc.). The European Community regulations and directives are complementary to those of the IMO. EMSA has no regulatory or legislative function. It is an implementer and monitor of maritime policy, but is not its architect. The European Union policy and legislation are the responsibility of the European Commission, European Council and European Parliament.
